Why and to whom we come to the draft board not on the agenda.

The military commissar has visiting days. They can be clarified by calling, but usually it is Monday and Wednesday, and also the first half of Friday. On these days, the military commissar must receive citizens. If the military commissar is not present on that day, another employee should perform these functions instead of him. Acceptance must be made.

Registration of citizens’ appeals to the military commissar takes place in the reception (secretary). In some military commissariats, registration of appeals takes place all the days and hours when the military commissariat is working. And in some cases, registration of appeals occurs only on reception days.

We don’t go to the draft board “just like that”. We go with a specific goal:

register any application. For example, an application for a copy of the decision of the draft board. This takes place in the reception room of the military commissar. Ask the secretary to register the application, put on your copy a mark of acceptance and an incoming number. If the number is not assigned immediately (this is done within three days), then specify which phone to call in order to find out under which number the application is registered. If you are registering an application for the ACS, then it would be good to ask, as indicated in the Federal Law “On Alternative Civil Service”, to issue you a document confirming the application;

get an appointment with the military commissar and, as part of the reception, resolve some issue (for example, certify and attach medical documents to a personal file and resolve the issue of familiarizing yourself with a personal file);

Go to get acquainted with the personal file at the agreed time.

What to do if your application is not registered on reception days on a far-fetched pretext or the military commissar does not conduct a reception (this happens, especially when you come with reasons that are unpleasant for the military registration and enlistment office).

You ask a “spell” (position, full name) and pronounce the question – “reflect”: “I understood correctly that you refuse to register the application now / the military commissar does not receive during office hours, and in his absence, no one fulfills his duties on reception of citizens?

If the situation is not resolved:

make magical passes with your hands on your phone: call the telephone numbers that you have written out in advance at home (military garrison prosecutor’s office, military commissar of a constituent entity of the Russian Federation (region, territory). Speak loudly and clearly into the phone (so that the military commissariat staff can see you):

“Hey, good afternoon! Is this the garrison prosecutor’s office? Who am I talking to? Duty officer (if you don’t hear, ask to repeat again), I am such and such. I have now come to the reception room of the military commissar (name). Here, an employee such and such refuses to register a statement (or other violation that you complain about).

They say to you: “I’ll find out now” or “What can we do here?”

You say, “Please take action.”

In response, they will most likely tell you that you need to apply in writing.

You say: “Of course, if the situation is not resolved now, I will write complaints. But I will also inform you that I reported to you at the time of the violation, and you (first name last name) were inactive.”

More than once I was lucky to observe how the behavior of the military commissariat employees changed when they heard a person call and tell the prosecutor something, call their names or the military registration and enlistment office and a description of the situation.

When you don’t need to talk. Phone calls.

I often receive messages in a contact that begin with the words “They called me from the military enlistment office” or “They called my parents from the military enlistment office and said that …”

My first question to the young man: “Who specifically called you? Did you ask a question?


“Next time if you

call, ask the question: “Who am I talking to? What is your position, name? Write it down. And then say: “Be kind, communicate with me officially. Notify about all events with agendas of the established form. If you call me again, I will write a statement about telephone hooliganism on your part!” And you hang up.


If the employees of the military commissariat ring the doorbell, it is best not to open the door, ask to leave a summons in the mailbox that you will respond to it. They don’t need to open up. Just move away from the door. You can, if you want, declare that you cannot open the door, unfortunately, but you come up with a reason (you are afraid that these are not military registration and enlistment office employees, but crooks and want to enclose the apartment, your parents accidentally took your key away and now you can’t open the door, etc. .). And don’t talk to them. Move away from the door so that there is no temptation. The residence is inviolable. We do not know their intentions. Maybe they really just want to hand over the summons, or maybe there are police officers around the corner and they will try to forcibly deliver you to the military registration and enlistment office.

If, nevertheless, the door was opened, then we must take the summons, put a signature and a number on the spine of the summons. It is impossible to refuse to sign the agenda, because this act falls under the article of the Criminal Code of the Russian Federation – “Evasion of conscription for military service”.

And we are not going anywhere with uncles and aunts from the military registration and enlistment office. We ask our question “Position, full name”, write down everyone and don’t go anywhere. We undress and go to bed or read DSO materials.
