The People’s Liberation Army of China has set ambitious targets for its power projection capabilities. In addition to preparing for the use of force to resolve Beijing’s territorial claims in East Asia, it is necessary to protect China’s “foreign interests”. These goals require the PLA to be able to project significant combat power beyond China’s borders. To meet these needs, the PLA is building logistical support capabilities such as large naval support vehicles and transport aircraft. But it is important to enlist the support of civilian enterprises to meet their transportation needs. In this unique report, the issues of the involvement of civil courts in the interests of the PLA and their composition are highlighted.
