Upgraded Russian-made destroyer pr.956-E “Hangzhou” of the PLA Navy at sea. The Hangzhou destroyer is the first of four Project 956E and 956EM destroyers that were acquired by the PRC in Russia in the late 1990s and mid-2000s.

In 2015, at a shipyard in Shanghai, weapons were removed from the ship and modernization began in 2016. Instead of the beam launcher of the Shtil air defense missile system, an HHQ-10 air defense missile launcher appeared, followed by vertical HHQ-16 air defense missile launchers, and the new YJ-12A anti-ship missiles instead of the Mosquito anti-ship missile system. Its sister ship Fuzhou (tail number 137) is undergoing a similar modernization.
