Users of social networks in Yakutia will be divided into opposition and pro-government and entered into databases.
The head of the Republican Center for Infocommunication Technologies, Ivan Krivoshapkin, is ready to pay 1,200,000.00 rubles for a software package that provides round-the-clock monitoring of social networks: Vkontakte, LiveJournal, Telegram channels and online media.
For this purpose, Krivoshapkin announced a corresponding auction on February 20.
According to the technical specifications, the complex must carry out:
- ✔️search for activists of protest movements, destructive, radical movements and organizations;
- ✔️forecasting protests based on collecting statistical data from social networks;
- ✔️search and collection of extremist publications;
- ✔️fixation of network connections between community activists;
- ✔️search for user posts on a given topic by region, tracking the activity of groups and communities;
- ✔️ sorting by age, place of residence, type of activity of social network users.
For example, when monitoring the social network VKontakte, the function of dividing all communities into groups and communities of an oppositional nature and supporters of the government should be provided.
At the same time, the program is automated and must collect daily data on the number of subscribers of each specific group and community in each cluster (opposition or pro-government) and enter user ids into the database.
In relation to Telegram users, the software package must ensure de-anonymization of users, that is, identifying the mobile phone of the messenger user by his username parameter or id, as well as collect publications from Telegram channels and groups monitored on an hourly basis.
