The Ministry of Digital Development has finalized draft future requirements for hosting providers (services for hosting websites).
The new option provides that it will be possible to check clients through:
Unified Identification and Authentication System (USIA);
Unified Biometric System (UBS);
enhanced qualified electronic signature;
passport or other identification document;
transferring money to the provider from an account opened in a Russian bank;
information system of the provider or other company (if it is controlled by a Russian legal entity).
The Ministry of Digital Development abandoned the idea of obliging hosting providers to register all clients through Gosuslugi or using a passport. Market participants insist that these measures are not enough to develop the market for such services
Hosting clients will be divided into two categories based on identification type:
first – ESIA, EBS, qualified signature, certifying documents and money transfer;
the second is all the rest
According to two RBC sources in the hosting market, when identified in the first category, networks will be considered “trusted.” “Access from untrusted networks can be blocked at the request of the authorities, that is, hosting with a simple (second) identification will be legal, but with a constant threat of shutdown,” one of RBC’s interlocutors said.

The Ministry of Digital Development is developing several regulations that should clarify the requirements of the laws “On Communications” and “On Information, Information Technologies and Information Protection”, adopted this summer – they will introduce regulation of the activities of hosting providers.
