Stanislav Andreychuk, co-chairman of the “Voices” movement , published manuals with recommendations for observers on his telegram channel.
The documents show observers are being asked to monitor crowds at midday on March 17, film participants and provide data to police.

if citizens have voted, he must politely ask them to leave so as not to create a mass gathering / for safety reasons;
if citizens are suspicious, checks documents;
