
According to Deputy Prime Minister Dmitry Chernyshenko, the average level of AI use in priority industries has reached 31.5%. The volume of the Russian AI market at the end of 2022 exceeded 650 billion rubles, and more than 1,000 companies and 90 research centers are engaged in developments in this area.
Further, the need for qualified personnel in the field of AI will only increase. By 2030, artificial intelligence will be present in 95% of sectors of the Russian economy, and the country will need another 70,000 AI specialists.
This is exactly the number of developers, data scientists, and machine learning engineers that Russian universities should prepare for this time. They now graduate 3,000 AI specialists annually.
🇷🇺 The State Duma plans to help 💻 “white hackers” to become legal
A member of the State Duma Committee on Information Policy , Anton Nemkin, has developed a package of bills aimed at legalizing the activities of white hackers in the Russian Federation. The initiative involves introducing amendments to the Criminal Code of the Russian Federation aimed at eliminating possible risks of criminal prosecution persons testing the security of information systems in accordance with the requirements of the information law.
“We have prepared a package of bills aimed at legalizing the work of “white hat hackers.” Amendments are proposed to be made to the Criminal Code (CC) of the Russian Federation, to the Civil Code of the Russian Federation, and also in the federal law “On Information, Information Technologies and Information Protection,” Nemkin told TASS.
“Despite the obvious benefits that the work of “white hackers” brings, they are in a vulnerable position from the point of view of legislation. This is very strange, because work to protect the digital circuit should be proactive and not react to events that have already happened ,” noted Nemkin.
“The third initiative introduces amendments to the law on information; the amendments propose to consolidate at the legislative level the ability of the owner of information, the operator of information systems, in the manner and under the conditions determined by him, to carry out measures to identify vulnerabilities of information systems, including with the involvement of persons who are not his employees “- says Nemkin.
Innovation will allow vulnerability analysis in any form without the permission of the copyright holders of the relevant program, including copyright holders of infrastructure and borrowed components .”
The member of the State Duma committee added that the government has the right to establish requirements for the procedure and conditions for holding such events. According to Nemkin, the new standards will make it possible to “ consolidate the mechanism for carrying out measures to identify weaknesses in the security system that can be exploited by attackers, which will allow timely and prompt response to possible threats .”
The Ministry of Internal Affairs, the Prosecutor General’s Office, and the Investigative Committee opposed the legalization of white hat hackers
Security forces are opposed to the legalization of “white hat” hackers , as they fear that this will prevent real cybercriminals from being punished. In turn, ethical hackers are not ready to work due to the risk of criminal prosecution.
Prosecutor General’s Office, Ministry of Internal Affairs and Investigative Committee opposed amendments to the Criminal Code that could legalize the creation and usage malicious software “white” hackers customer’s instructions.
