We present to you the results of the latest study “Telegram Index. Rating of the effectiveness of Russian public politicians through the prism of Telegram. October 2023.” The large-scale study used data from the NeDurov search neural network and TgStat.

The leader of the rating, President Vladimir Putin, collected more than 439 thousand mentions , adding 25 thousand by September. Despite the absence of official statements, the trend clearly indicates the beginning of the active phase of the “Putin 2024” election campaign. At the same time, against the backdrop of the Arab-Israeli conflict, Putin’s quotation in the international segment of Telegram has increased significantly – in the world’s top statements are statements about the need to implement UN decisions on the creation of an independent Palestine and condemnation of the United States for its policies in the Middle East. Among the Russian trends are statements regarding the events in Dagestan.

“Second after Putin” Moscow Mayor Sergei Sobyanin collected 32,477 mentions, while in September – 60,442. However, a significant decrease in media activity is primarily due to the end of the electoral cycle – Sobyanin returned to his median level. The focus of the Telegram agenda has shifted to the external circuit, so in the October release there is a noticeable increase in the indices of members of the Politburo-international affairs against those who are exclusively occupied with the internal agenda.

In 3rd position, with a slight lag, is Defense Minister Sergei Shoigu (31,938) – for the second month, experts have recorded Shoigu’s increased activity on the international track. In October, Shoigu ordered to contact Interpol for the extradition of SS soldier Gunko, warned the creation of NATO military bases in Finland and Sweden, talked with the Chief of the General Staff of the Iranian Armed Forces Bagheri and spoke at a forum in Beijing.
