Censors of Roskomnadzor complain that the country has run out of negative things about Putin, and there is no one to write denunciations against.
A number of federal districts noted the difficulty of an unambiguous assessment of the problems that specialists of district and regional departments could potentially face when resuming a daily report on the negative in relation to the President of the Russian Federation. However, in the course of a comprehensive assessment of the situation with the involvement of employees of the district and regional departments, the most likely obstacles in the preparation of daily reports on a given topic were identified, and possible solutions were identified.
As the main problem, specialists from all districts indicated a serious or drastic reduction in the pool of sources in which publications containing criticism of the Head of State may appear, and, accordingly, a decrease in the number of negative materials detected. Concerns were expressed that a significant part of the regional reports during daily monitoring may turn out to be empty due to the absence of negative materials, while the previously established criteria for selecting sources for monitoring, as well as the criteria for selecting materials for the report, remain unchanged.
In this regard, it was noted that most of the opposition media, including regional ones, turned out to be blocked, stopped working or stopped publishing negative materials addressed to the President of the Russian Federation, and most opposition speakers lost their pages on VKontakte, while other social networks turned out to be predominantly locked down. In this context, it was indicated that the same opinion leaders, experts and social media channels would be included in the negative report with a high degree of probability. At the same time, it was noted that even the most oppositional speakers became more cautious in their statements. As possible solutions to the above problem, it was proposed:
- • Work out the possibility of including in the report materials from AS MSMK on the basis of the violation “Insulting the President”.
- • Explore the possibility of extending the reporting period to 1 week.
- • Provide for the possibility of searching for materials on the subject of the report in small and not too significant sources with appropriate audience coverage.
- • Analyze the possibility of spot or regular inclusion in the report of negative publications on relevant topics from sources not included in the established list for monitoring, especially in the absence of critical publications in the standard list of media resources (for example, take into the report publications of neutral media outlets that published a one-time negative on in relation to the President of the Russian Federation, in relation to a specific event).
- • Evaluate the possibility of expanding the used functionality of the Brand Analytics system to search for critical publications not only in the generated list of sources, but also in all media and mass media, with reference to a specific location (region, district), if it is technically possible.
- • Explore the possibility of automating the process of searching for new sources and opinion leaders broadcasting negative materials on the subject of the report in order to regularly supplement the list of negative sources.
- • Take into account the possibility of including publications from blocked resources in the report, or including them in the statistics section without a detailed description.
Another problem, according to some districts, may be the previously established form of reporting. It was indicated that with a high probability, the report would be built mainly through publications from social networks, and only occasionally materials from the media would fall into it due to the circumstances indicated earlier.
In this regard, it was noted that the form of the report and its statistical part are directly related to the quantity and quality of the detected materials.
As possible solutions to the above problem, it was proposed:
- • Evaluate the possibility of simplifying the form of the quantitative component of the report (statistics), or completely abandoning it, at least in monthly reports.
- • Consider making the report closer to the form of a review of negative topics that were discussed during the reporting period (example, “Values” or “Moods”).
In addition, in some districts, it was difficult to access the materials of blocked resources (when directed to them through links from social networks) using free VPNs. Moreover, this problem turned out to be relevant when preparing information on foreign agents in terms of searching for information about defendants on Internet resources blocked in Russia, as well as optimizing search results when preparing materials on foreign individuals and legal entities.
It was pointed out that the main problem with finding content may be related to accessing blocked sources, since free VPN services do not provide a stable and high-speed connection. In addition, in different regions, the services of providers can be provided in different ways and ways, which also affects the availability of both VPN clients and materials, depending on the subject of the Russian Federation.
As a possible solution to the above problem, it was proposed:
- • Assess the possibility of using a single paid VPN subscription for all regions.
Another factor potentially complicating the preparation of the report in the current conditions was the renewal of staff in the QMS monitoring units.
As a possible solution to the above problem, it was proposed:
- • Consider the possibility of holding a training seminar for the regions by the staff of the IAO DMSMK on the preparation of this report.
In order to prepare an analytical report on the negative in relation to the President of the Russian Federation V.V. Putin in the conditions of blocking most of the resources that generated such content, distributing it to the masses, as well as taking into account the inaccessibility for most Russian citizens of foreign social networks, on the platforms of which opinion leaders were based, who could “shake up” the information environment, IAO DMSMK developed new reporting forms.
The search for information will be carried out primarily using the Brand Analytics monitoring system, manual monitoring remains optional (see tabs in Appendix 1).
A preliminary analysis of the information space showed a significant decrease in the quality of critical materials on the monitoring topic (publications are often user comments on unrelated topics), as well as a sharp reduction in the pool of federal and regional media, in which publications containing criticism of the Head of State may appear, in this connection, it is not possible to leave the frequency of the report and its content in the same form – a daily information and analytical document.
In particular, it was noted that most of the opposition media were blocked, stopped working or stopped publishing negative materials addressed to the President of the Russian Federation, and most opposition speakers lost their pages on VKontakte, while other social networks were mostly blocked due to than the same opinion leaders, experts and channels in available social networks (mainly Telegram, YouTube) will be included in the reports with a high degree of probability. In addition, it was noted that even the most oppositional speakers have become more cautious in their statements, which will not allow unequivocally interpreting their words as criticism of the President of the Russian Federation and, accordingly, including their opinions in the report. At the same time, it was revealed that the most acute negative on the topic of monitoring is contained in user comments on posts and publications, which not only often do not correlate with the topic of the post, but are also located in groups and communities with small audience coverage.
In connection with the above, it is proposed to consider the possibility of compiling two reports with different frequency of preparation and semantic content:
- Weekly information and analytical report on the results of monitoring and analysis of the federal, regional and foreign information space;
- Monthly information and analytical report on the results of monitoring and analysis of the federal, regional and foreign information space.
In addition, we note that preliminary calculations show that the volume of analyzed and described content, as well as the pool of sources on the basis of which reports will be built, will increase significantly relative to standard documents prepared before the start of the CBO, in connection with which we propose to abandon the description of accounts in social networks, materials from which will be used in reference reports. At the same time, we consider it expedient to leave a block with a description of all media and Internet sources that are not registered as media that generate negative attitudes towards the President of the Russian Federation.
In addition, we note that in the event of termination of the purchase / technical failures in the Brand Analytics monitoring system, it is planned to continue the analysis of the information space on the topic manually. For this purpose, IAO DMSMK developed new lists of sources presented in Appendix 1.
The above resources cover all segments of the Internet media space and represent the most relevant selection of Russian and foreign media resources in terms of the presence or possibility of a significant amount of “high-quality” negative and critical materials in relation to the President of the Russian Federation from opinion leaders, experts, leading media, various Internet resources, popular channels and groups in social networks. In addition, this list also allows you to track the tone of the materials of individual authoritative neutral or moderate opposition resources and groups, which, depending on the general information situation and current events, may begin to publish a significant amount of critical materials regarding the Head of the Russian state. In general, the proposed sources make it possible to get the most complete picture of the topics of emerging negative materials addressed to the President of the Russian Federation.
The general list involves the monitoring of 1490 sources. Of these, 1100 are the most important and popular accounts and pages in publicly accessible social networks in the Russian Federation, 237 are federal and regional media, 116 are sites not registered as media, 37 are foreign sources or their alternative accounts.
Among the most important and popular accounts and pages in social networks available on the territory of the Russian Federation: 534 – Telegram channels, 157 – YouTube video hosting, 409 – other social networks and blog platforms.
