Letter from the Minister of Foreign Affairs Zohrab Mnatsakanyan to the UN Secretary General António Guterres

▪️On September 28, Foreign Minister Zohrab Mnatsakanyan sent a letter to UN Secretary General Antonio Guterres, in which he presented the large-scale aggression unleashed by Azerbaijan against Artsakh and the resulting situation.

▪️The Minister provided information on cases of targeted shelling of the civilian population of Artsakh and infrastructure, as well as provocative actions of the Azerbaijani armed forces using weapons of various calibers.

▪️ Referring to the distorting streams of disinformation voiced by the enemy, the Foreign Minister noted: “The aggression was planned in advance, and the statements of the Azerbaijani side about the alleged counterattack are absolutely false. Azerbaijan has never concealed its strategic goal of resolving the Nagorno-Karabakh conflict with the use of force, continuing to maintain tension along the line of contact and the Armenian-Azerbaijani state border. ”
The Foreign Minister expressed deep concern over the unconditional unilateral support of Azerbaijan and the aggression of the latter by Turkey. Resolutely condemning the aggression of Azerbaijan, Minister Mnatsakanyan stressed that provocative actions aimed at violating the ceasefire are not only a gross violation of international humanitarian law, but are also fraught with the risk of escalating into a full-scale regional war.

▪️Minister Mnatsakanyan criticized the provocative actions of Azerbaijan in response to the call of the UN Secretary General for a global ceasefire. He stressed that all responsibility for the consequences of the aggression lies with the military-political leadership of Azerbaijan.

▪️The Foreign Minister stressed that Armenia, as the guarantor of the security of the people of Artsakh, will take all necessary measures to protect the inalienable rights of the people of Artsakh and provide an adequate response to the aggression of Azerbaijan.

▪️The right of the residents of Nagorno-Karabakh to self-determination is an integral part of the conflict settlement; and by virtue of this right, the people of Artsakh should be able to determine their status without any restrictions.

▪️The Foreign Minister confirmed Armenia’s commitment to an exclusively peaceful settlement of the conflict.

▪️The letter will be distributed as a document of the 75th session of the UN General Assembly: under paragraphs 34 (Prevention of armed conflicts), 71 (The right of peoples to self-determination), 135 (Responsibility for the protection and prevention of genocide, war crimes, ethnic cleansing and crimes against humanity ) the agenda and as a document of the Security Council.
