The list mixes several markets. Entries run along a spectrum. At one end sit censorship-resistance shops that host dissident blogs, journalist drops, and privacy-minded firms. At the other end sit abuse-tolerant operators whose pitch reads as “offshore, complaints ignored,” which phishing crews, malware operators, and carders shop for on purpose. Most providers take customers from across that range without asking which kind walked in.
Demand drives the pattern. Buyers want to break the identity chain at every layer: payment moves through crypto, registration skips KYC, jurisdiction stays beyond easy reach.
