Subject: TATL 11B – Expansion of the Dorad Power Plant – Guidelines for an Environmental Impact Assessment
TATL 11B is a plan to expand the existing Dorad Power Plant in Ashkelon by constructing a combined cycle power plant adjacent to the existing plant.
The plant’s capacity will be approximately 650 megawatts on an area of approximately 5 dunams.
As part of the plan, the plant will be connected to the existing infrastructure systems at the Dorad plant, including the natural gas pipeline and the diesel pipeline.  The station will also be connected to the electricity grid via an existing 400 kV line to the Dorad station.
These guidelines for the environmental impact assessment are a product that presents the full range of conflicts and solutions provided within the framework of the plan in order to prevent or minimize the impacts of the plan on the environment.
By virtue of my authority under Section 76C (4)(5) of the Planning and Building Law, 1965, the following guidelines are submitted
for the preparation of an environmental impact assessment for the National Infrastructure Plan (NIP) 11B, which was submitted to the Secretariat of the
National Committee for the Planning and Construction of National Infrastructures for the purpose of a preliminary planning review on
