“Vilayat Khorasan” (ISIS-K), which claimed responsibility for the shooting of Russians in Crocus City Hall, positions these actions as an act of revenge for numerous Russian missile and bomb attacks in Syria, which led to the death of thousands of civilians of this country. Since 2015, the Russian Air Force has carried out numerous indiscriminate airstrikes on hospitals, bazaars and other places where Muslims gather.
In our opinion, indiscriminate revenge actions are not very effective and can be used by extremists to strengthen the regime, forced mobilization or attempts to find ways of communication with Western countries in the fight against “international terrorism.”

More effective from the point of view of just revenge would be point operations to destroy Russian military pilots who directly participated in strikes on Syria. In 2015-2016, we published the data of these pilots in 13 languages of the world, including Arabic.
But so far, no organization has been found in the Arab world that would carry out acts of revenge against Russian military pilots.
PS: This suggests that the declared goals do not coincide with the true goal of terrorist acts. Because, it is much easier to find and destroy 5-10 Russian pilots in the regions of the Russian Federation based on already known data than to organize a large-scale terrorist attack in Moscow.
But the Kremlin could not use the successive destruction of the pilots to its advantage, but the slaughter of Russians at the concert is entirely in the hands of the Putin regime.
