Peoples do have the right to self-determination, but none of the states has the right to take any actions aimed at “partial or complete violation of the national unity and territorial integrity of any other state or country” (paragraph “Principle of equality and self-determination of peoples » UN Declarations).
UN members cannot encroach on the territorial integrity or political independence of any state (Article 2 of the UN Charter).
In wartime conditions in Ukraine, it is forbidden to hold any elections of authorities, to make changes to legislation or the Constitution, as well as to hold referendums (Article 19 of the Law of Ukraine “On the Legal Regime of Martial Law”).
Russian “referendums”, like the “referendum” under the muzzle of Russian machine guns in Crimea in 2014, are not recognized by any civilized country in the world.
