According to information posted on the official telegram channel of the Ministry of Defense modmilby

At present, the administrative procedure “Issuance of a permit for aerial photography and aeromagnetic survey” has been activated in electronic form.

Legal entities can send an application using a single portal of electronic services (service code – 156.21.5, link to the portal: https://portal.gov.by), and individuals can apply for a permit to conduct an API by sending a scanned  request by email afs@mod.mil.by.

Currently, the implementation of the named administrative procedure, as such, in relation to individuals is not provided (but they are working on it).
