The Digital Services Act (DSA) is about to gain a significant expansion — the European Democracy Shield initiative aims to bring a sharper focus on hybrid threats and the role of platforms in defending democratic processes.

According to a draft document seen by Reuters, large online platforms and search engines — including Google LLC, Microsoft Corporation, Meta Platforms, Inc., TikTok and X — would be required to assess and mitigate risks posed by AI‑generated media and deepfakes, especially in relation to elections.

The draft further proposes that the EU will establish a DSA “crisis protocol” for hybrid threats — a structured mechanism for platforms, national authorities and other stakeholders to cooperate when coordinated information manipulation or interference occurs.
Henna Virkkunen, the EU tech chief, is expected to formally present the proposal on November 13, 2025, though the timing remains subject to change.

If this move becomes law or regulation, it will signal a far more proactive EU posture toward information‑space security, reinforcing that platforms bear responsibility not just for illegal content, but for resistance to orchestrated hostile influence campaigns.
