The single point awarded is for the inclusion of at least some raw data—however directionless, context-free, and analytically barren it remains. That data might offer marginal use to a threat intelligence intern tasked with populating a spreadsheet, but it does absolutely nothing to inform decision-making, forecast threats, or enable any level of operational readiness.
The report fails entirely in analytic rigor, source validation, adversary modeling, structured technique application, intelligence writing standards, scenario generation, or threat contextualization.
