The National Coordination Center for Computer Incidents (NKTsKI), (Национальный координационный центр по компьютерным инцидентам (НКЦКИ)), created by the Russian FSB, has terminated its cooperation with Positive Technologies, a company specializing in information security. The reason for the termination of the agreement was the lack of interaction in the areas stipulated by the agreement.
Currently, all personal data (PD) operators must notify the State System for Detection, Prevention, and Elimination of Consequences of Computer Attacks (GosSOPKA) about computer incidents. The requirements for this came into force on September 1, 2022. The operator of this system is the NKTsKI.
NKTsKI was created in 2018 to coordinate efforts to prevent, detect, and respond to computer incidents in Russia. Positive Technologies, founded in 2002, provides cybersecurity solutions, including vulnerability assessment, compliance management, and consulting services.
According to a statement from the NKTsKI, cooperation with Positive Technologies was terminated due to the lack of interaction in the areas stipulated by the agreement, indicating insufficient activity or a discrepancy with expectations in the framework of joint work.
Termination of the agreement affects the coordination and effectiveness of measures to ensure cybersecurity in the country. The NKTsKI will seek new partners to fill the gap, changing the dynamics of public-private collaboration in the cybersecurity space.
While the official reason cited was lack of collaboration, there may be other factors that influenced the decision, including differences in strategic priorities, changes in regulatory requirements, or changes in the cyber threat landscape.
