In the captured territories of Ukraine, the Russians are trying to integrate local management systems into the state structure of the Russian Federation. One of the methods is special courses: currently there are 28 educational programs for the occupied territories. Previously, they were implemented in Sevastopol, Luhansk, and now in Donetsk. OSINT analysts of the Center for Civilian Readiness discovered a document listing self-proclaimed “officials” from Shakhtarsk, Donetsk region, who are registered for courses in 2024. Tens of thousands of “trained managers” are the goal of the occupation authorities
In Russia, 47 local personnel training branches have been established, where training is conducted in the areas of the treasury system, budget management, local self-government, and public procurement. According to information from the Donetsk University, about 250,000 people received “advancement of qualifications” (the terms are not mentioned).

Admin corps for all levels
For the occupied territories, 28 programs were developed, which are implemented at three levels:
- basic (local self-government bodies);
- medium (ministry personnel: from heads of departments to ministers);
- higher (so-called “governors” of regions and their deputies).
In 2023, only current representatives of the self-proclaimed local self-government could take the courses, and from 2024, anyone can volunteer for training.
In addition to Donetsk, classes were held in Luhansk and Sevastopol.

Donetsk University became a nursery of creeping occupation
On the basis of the Donbass National Academy of Construction and Architecture (the occupiers renamed it DonNASA ), a platform for the rapid integration of the captured territories into the Russian Federation has been deployed. It is here that representatives of the self-proclaimed authorities of the occupied regions undergo so-called “improvement of skills” courses.
Education is implemented by the Financial University under the Government of the Russian Federation and the Higher School of Public Administration “Russian Academy of National Economy and Public Service” (RANGiDS) under the President of the Russian Federation.
This project is supervised by the key figures of the mentioned educational institutions: Dmytro Semenov – vice-rector for strategy and work with authorities of the Financial University under the Government of the Russian Federation, Viktoriya Sevka – the first vice-rector of the Donbass National Academy of Construction and Architecture, Dmytro Yagodkin – director of the “Regional Development Center” program of the Higher School state administration of RANGiDS under the President of the Russian Federation.Curators of the educational project
Lectures are given by teachers of Donetsk University and invited experts from Moscow, St. Petersburg and Voronezh .

It is obvious that the occupiers are trying to integrate the captured Ukrainian territories into their own management system. Ideologically, don’t call a course on another country’s legislation “advancement of qualifications”, but you will not surprise anyone with the constant planting, manipulation and substitution of concepts from the Russians. It’s a pity that there are locals who help the enemies to realize their plans. But history shows that everything secret becomes public, and crimes will be punished.
