Vizir NOPO software – Roskomsvoboda
Security cameras in Russian cities will eavesdrop on residents of the country, detect and identify them by the uniqueness of their gait

The former subsidiary of Sberbank – the Center for Speech Technologies (STC) – will improve the Vizier video analytics systems as part of the Safe City project, adding the ability to recognize silhouettes of people and sounds. This became known from the road map in the direction of “New System-wide Software” (NOPO), which was approved by the Presidium of the Government Commission on Digital Development, reports Forbes.
Now “Vizir” is widely used within the framework of “Safe City” in various regions of Russia, including Moscow and St. Petersburg. This biometric computer vision system has been implemented in more than 400 projects across the country. In the capital, it is used, among other things, to determine the place of residence of conscripts.
Until July 2024, the Vizier technology will be equipped with silhouette analysis functions: the ability to recognize gait features and “non-standard behavior.” In addition, it is planned to equip Vizier with “re-identification and tracking of objects, recognition of acoustic events and predictive analytics.”
Head of R&D at HFLabs Maxim Serebro explained that re-identification and tracking of objects allows one person to be detected on several cameras. Predictive analytics allows you to respond to abnormal situations, such as crowds or abandoned objects. Analyzing acoustic events can be useful in identifying specific sounds, such as breaking glass, and classifying them to more accurately identify threats.
Three years ago, the facial recognition system was used and tested in only five regions of the Russian Federation, but now the number of entities that have implemented surveillance systems has increased 12 times. Only Moscow will spend on “introducing digital technologies to ensure law and order and prevention.”
offenses” in 2024 1.97 billion rubles – 146% more than the same expense item in 2023. As part of this program, more than 200,000 cameras have already been installed, video from which is transmitted to the largest data storage center in Russia.
TelecomDaily CEO Denis Kuskov recalls that Russia is among the top three countries in terms of the number of installed video cameras, second only to China and the United States. According to the Ministry of Digital Development, by the end of 2023, 1.2 million video surveillance cameras were operating in Russian cities. According to the department’s forecast, by 2030 the number of video surveillance cameras in Russia will grow to 5 million and all of them will be connected to AI systems capable of processing the video stream.
The head of the legal practice of the Roskomsvoboda project, Sarkis Darbinyan, believes that developments like “Vizir” are more likely aimed at recognizing crowds and gatherings of people than at preventing violent crimes.
