Roskomnadzor has compiled a list of sites from the Russian Federation, Belarus, Ukraine, the US, and the EU that are checked every day for negative texts about Putin.
The list includes online publications, TG and YouTube channels, pages in social networks. There are about 1.5 thousand sources in total. Any negative information on these pages is reported monthly to the management of the RKN.

Negative about Putin – how they collect and where they send

By order of the Kremlin leadership, since 2021, Roskomnadzor (RKN) has been actively searching the Internet for any negative materials about Vladimir Putin. Its censors took on the task of a kind of Stalinist party scammers. When any sneeze with the word Stalin was immediately compiled a report to the NKVD.
The censors of the RKN were instructed to check news sites and social networks daily, not only Russian, but also foreign. And at the same time every month to make a summary report to the management.
It is noteworthy that this special control over popular opinion began precisely in 2021. When Putin began to actively prepare for an attack on Ukraine. Every day they collect and analyze any content in RuNet that contains the word “Putin”. Yes, while you are chewing a sandwich and displaying “Putin is a goof” with your finger on your smartphone, an RKN employee is sitting somewhere at work and writing it down behind you.
After hacking into the network of the Main Radio Frequency Center (GRC) – a subordinate organization of Roskomnadzor – CyberPartisans received documents that shed light on the mechanisms of strict censorship on the Russian-language Internet. All the screenshots that are presented in this article are made from documents on the GRFC server.

Roskomnadzor censors pay attention to any criticism of Putin. But the most dangerous are the following topics:
Putin’s accusations of extremism and terrorism;
Putin’s state of health;
“fakes” about him;
gross insults.
Below are examples of comments that the RKN censors referred to as “charges of extremism/terrorism.”
Putin and the FSB organized the explosions of residential buildings in Russia in 1999 (“Ryazan sugar”). Nord Ost, Beslan are all the brainchild of the FSB and Putin.
Vladimir Putin personally ordered the destruction of civilian infrastructure and citizens of Ukraine, Chechnya, and Syria.
Putin, Shoigu and Lavrov are war criminals who gave the order to bomb peacefully sleeping Ukrainian cities.
Moreover, all such comments fall into the reports of Roskomnadzor as “knowingly false accusations.” That is, any statements about the crimes of the head of the Kremlin are a priori considered as a lie. Putin cannot break the law simply by definition.

As you can see, these statements lead to a violation of Art. 1 of the Federal Law No. 114-FZ “On counteracting extremist activity”. That is, anyone who accuses Putin of extremism becomes an extremist himself.
Who is being checked
For convenience (obviously, ours 🙃), the censors have compiled a separate document with a list of everyone who in 2021-2022. taken under special control for negative statements about Putin. It includes 1100 pages in instant messengers and social networks, 353 electronic publications of the Russian Federation, 37 foreign resources.
Yes, not all polls are carefully checked, but individual “lucky ones” – a total of 1490 sources. We will definitely publish this list on the CyberCompot channel . And below we place a screen with an example from this list. As you can see, it also includes Belarusian sources.

All objects of surveillance were assigned so-called themes: general opposition, anti-Russian, pro-Ukrainian, pro-state. Yes, Solovyov is also being monitored. And suddenly it shifts. Only his TG channel is marked as “pro-government” in the table. But the resources with sharp criticism of V. Putin fell into the category of “anti-Russian”.

Obviously, according to the censors of Roskomnadzor, if you are against Putin, then you are against Russia. If you don’t love the king, you don’t love your homeland either. Here’s the logic.
Work without days off and holidays
A separate task was set to check all the content of the Ekho Moskvy publication. Specially assigned censors look through each material specifically for criticism of the “king”. The task is so important that they work even on weekends and holidays.

How and where reports are prepared
The search for negative information about Putin on the Internet is carried out by employees of the Department for Monitoring Mass Communications of the GRChTs. They do it manually and with the help of special systems, for example, Brand Analytics, which we have already written about before. Such systems “scan” Runet and collect all comments/posts for given keywords.
All negative texts are analyzed and included in the report, which is sent to Roskomnadzor. And then, on its basis, they send threatening letters to the sites where the “violation” was discovered, or immediately to the Prosecutor General’s Office of the Russian Federation.
Below is an example of a report that includes criticism of Putin expressed by Belarusians.

How the negative about Putin ended in the country
For a long time, since 2021, reports on the negative in relation to V. Putin were compiled daily. But then the censors began to complain. And not that they carry out ridiculous orders, but that it becomes more difficult to do this.
Below is an example of a complaint in which the censors write that there is a problem – all the opposition was crushed and there is no criticism left, there is nothing to include in the reports.

Further in the document, as a possible solution to the “problem”, they suggest:
expand the list of “objects of surveillance”;
submit reports weekly (instead of daily);
include in the reports even indirect or weak negative, etc.
Censors also complain that they cannot get stable access to blocked resources for monitoring using free VPN services. Because – somehow it happened – they try to block the work of these VPN clients on the territory of the Russian Federation at the request of Roskomnadzor.
Here’s the problem. And the state did not allocate money for a paid VPN.
