Chinese program to improve the technical knowledge of the rank and file, the so-called non-commissioned officers.
They receive technical training in civilian institutions before being drafted into the PLA with the rank of sergeant.
Although the program is unlikely to become the PLA’s main source of sergeants, its development indicates a growing confidence in the results obtained and highlights the importance of improving recruitment and talent programs for the PLA.
