In 2022, state and municipal institutions placed only 97 purchases of AI solutions, and in 2023 there were already 239. The total amount of concluded contracts increased almost sixfold – from 256.1 million to 1.5 billion rubles. Companies with state participation conducted 364 procurement procedures in 2023 versus 89 procedures in 2022.
The growth of government orders for AI solutions is due to the presence of KPIs among officials, explains Lyudmila Bogatyreva, head of the digital solutions department of the Polylog agency.
“At the federal level, within the framework of the RCT (digital transformation leaders) rating, there is an “AI maturity” indicator. It is one of the most difficult,” she says.

Experts from the search and analytical system for managing tenders “Tenderplan” have calculated how the demand for technologies based on artificial intelligence has grown among state-owned companies and government agencies. It turned out that in 2023, 235 government purchases were carried out for a total amount of 3 billion rubles. Analysts shared the results of the study with Izvestia on December 25.
It is noted that in 2022, through the open government procurement system, where customers are state-owned companies and government organizations, 135 tenders were placed for the purchase of various AI-based technologies. In 2023, this figure reached 235 government purchases totaling 3 billion rubles.
At the same time, as analysts reported, competition for participation in one tender among sellers and suppliers of relevant goods and services increased from 1.6 participants to 1.9.
Among the technologies in demand among government customers are, for example, digital Smart City platforms, video analytics of road infrastructure based on neural networks, solutions for automating citizens’ calls to short numbers, purchasing cameras and computer vision lenses, providing document processing services using artificial intelligence technologies, systems for making medical decisions using artificial intelligence. There is also a demand for robot football players in government orders.
Among government customers of AI-based technologies in 2023: administrations of various Russian cities, district governments, departments of urban planning policy, state universities, ministries of health of various regions.
