Technologies at the service of the Russian authorities
Facial recognition system, various methods of online censorship, traffic management and filtering equipment, social media monitoring systems – all these technologies violate human rights. About how it works, OVD-Info and Roskomsvoboda wrote a joint report and sent it to the UN High Commissioner for Human Rights.
What violations did we find?
• The facial recognition system is used to identify protesters and enter them into a special database, as well as to search for men in order to mobilize them. In 2023, a database was created with data on persons liable for military service, which will be linked to the face recognition system, incl. transport and border crossings. This violates the right of citizens to privacy and freedom of assembly.
• In February 2023, Roskomnadzor launched the Oculus automatic search system for prohibited content . According to the documentation, the system will analyze images and videos, correspondence and channels in instant messengers, URLs, and other data in real time for prohibited information and classify content by types of prohibited information. Such a service violates the right to freedom of expression and privacy.
• Technologies do not pass the analysis for the observance of human rights – in principle, this issue is not raised by the Russian authorities. In particular, regardless of the observance of human rights standards by the social networks themselves, surveillance with the help of technology occurs even in the seemingly safe Telegram – this is the second most popular social network that appears in cases of defamation (20.3.3 of the Code of Administrative Offenses).
In the report, we provide examples of good practices, technology assessment, and standard setting processes that take into account human rights. Upon receipt of the report, the High Commissioner will submit a report to the UNHRC session, which will document the necessary processes and standards for technology at the international level. The fixed standards can become the basis for assessing technologies in the beautiful Russia of the future.
