Earlier, President Putin held a meeting with representatives of organizations in the field of UAVs in the Rudnevo Industrial Park. Within the framework of the meeting, an exhibition of manufacturers and operators of drones was held.
“As developers and manufacturers, we are primarily interested in solving such pressing issues as import substitution of critical components and components of unmanned aerial vehicles (primarily power plants), compensation for the costs of organizing and scaling production, and simplifying the certification procedure,” Antsev said.
He added that only the digitalization of the drone certification procedure will be able to guarantee cost reduction, eliminate duplication of requirements from various supervisory authorities, and make this complex process transparent, controllable, and simple.

Putin allowed investments of 1 trillion rubles in the production of UAVs
Russian President Vladimir Putin and Moscow Mayor Sergei Sobyanin visited the Rudnevo industrial park, where a federal center for unmanned aerial systems (UAS) is being created .
According to Sobyanin, Rudnevo will eventually become the largest industrial park in Russia and will unite leading domestic developers and manufacturers of drones. In addition, the Irkut Corporation plans to locate there and begin production of components for the wing of the MS-21 aircraft.
Putin called the production of UAVs a very promising area and said that investments in this area would amount to 500 billion rubles in the near future. “Most likely, if we all work together, and the state too, actively, then it will be 1 trillion rubles, this will be the volume,” Putin said.
After that, Putin held a meeting on the development of the UAV production sector. Among the problems, he named an outdated regulatory framework, a lack of necessary infrastructure, and “management patterns and stereotypes, when we act according to old patterns and believe that by working in this way we provide the necessary security, but at the same time hinder development.”
• The main purposes of using UAVs, according to Putin: the development of the territory of Russia (including the delivery of food, medicine and mail to remote areas), monitoring the state of industrial facilities, pipeline systems, power lines and other critical infrastructure.
• Tasks for the development of unmanned aircraft: localization of production, development of breakthrough technologies and element base, removal of administrative barriers, formation of cluster sites for the production of unmanned aircraft systems and ground infrastructure.
• Another mechanism is the creation of special operators who will make large purchases and then lease UAVs.
• Training courses and modules on UAS management will be integrated into educational programs.
1st Deputy Prime Minister of the Russian Federation Andrey Belousov said that Russia is negotiating with China and other partners on both the import and export of drones.
• The government, together with the Bank of Russia, will reduce the cost of UAV insurance, which sometimes reaches 70% of the cost of the product.
• The size of the UAV market in Russia is about 32 thousand devices, of which 12 thousand are domestic, Belousov announced the data.
• A drone standardization program is expected to be developed in 2024.
• The greatest need for state orders for UAVs today is noted by Rosreestr, the Ministry of Emergency Situations, the Ministry of Education, as well as by the companies Rosatom, Russian Railways, Gazprom and Gazprom Neft.
• DOSAAF is planned to involve young people in modeling and using drones.
• The maximum free zones for light civilian drones (weighing up to 30 kg) are planned to be created in the regions of the Russian Federation as early as 2023.
• According to Belousov, Russia needs a single operator for unmanned and manned aircraft: “It could be another company if the state ATM corporation fails to cope with this task or fails to rebuild its technologies. But the problem is that the airspace is still one and we need a single operator for both manned and unmanned aircraft.”
• Among the tasks of a single operator are the distribution of radio frequencies and work with terrestrial infrastructure.
