Tradecraft methods – In their words:

Fighter! By embarking on the path of revolutionary struggle against the regime of Vladimir Putin, you are putting not only your life and freedom at high risk, but also the life and freedom of your comrades, your relatives. You are also jeopardizing the future of our Common Cause. The advice and instructions set forth in this manual, although at first glance simple and banal, were actually written at the cost of mistakes and the bitter experience of comrades who preceded us in the struggle. Observe them in order to fight the regime as long as possible, more effectively and safely, while maintaining freedom and independence from all its power structures.

• 1. Avoid subcultural and countercultural paraphernalia. Don’t wear clothes that might identify you belonging to an ideological movement. On the contrary, in behavior, clothing, in conversations with people, try to look like an ordinary person.
• 2. Don’t get tattoos. If you have them before entering the path of struggle – try to hide them with clothes so that no one but the closest would know of their existence. Never go stock with naked tattoos
• 3. Do not publicize your actions on social networks. Do not subscribe to communities that can be recognized as extremist. Don’t signal your political views online.
• 4. Don’t join official “opposition” parties. Do not leave your documents or passport details in public organizations and charities. Do not go to rallies. Avoid any political activity in the public field.
• 5. Talk about the Deed not with those with whom you can, but with whom you need.
• 6. Do not discuss politics with anyone, even your closest friends and relatives. Create your own legend completely as an apolitical citizen.
• 7. Don’t get involved with drugs. Outside of the needs of the struggle, do not violate the criminal and administrative code. Do not give the police and the FSB a reason to hook you on a “domestic” issue, using it later to suppress protest activities of you and your comrades.
• 8. Don’t mess with illegal weapons except for a specific promotion.
• 9. Avoid excessive activity on your official bank accounts. Use cash, cryptocurrencies for payment for the tools and things necessary for the business.
• 10. Be careful and observant.

PREPARATION AND CARRYING OUT THE PROMOTION

1. Starting to plan an action, ask yourself the questions “What?”, “How?”, “Why?”, “Why?”, “When?”. Try to give
   them the most objective answer, based on which make adjustments to the plan. Repeat this until the plan appears to be as rational as possible. After that, rest for at least a day, switch your attention, and re-read the finished plan again.
2. Discuss the action plan only with those who will be directly involved in it. Don’t meet in someone’s apartment, in isolated areas, in abandoned houses, or in remote areas like the country homes or farms. Best of all, meet in a restaurant or in your favorite bar. In this way, you will ensure a good alibi in case of being surveilled by law enforcement.
3. Do not discuss action plans on social networks, even closed ones. If the situation requires the urgent transfer of information about
   details of the action, use Protonmail, Signal or Threema. Immediately delete the dialogue (on all media involved). Also, do not discuss the details of the operation using audio or voice even in the messengers listed above. Do not increase communications or make calls (especially in the last days before the action). Any out of the ordinary activities may arouse suspicion amongst the security forces.
4. The reconnaissance of the area and the execution of the action should be carried out by different people. The individual(s) who will carry out the operation should not appear at the venue until just before execution. Recon units and the operational lead should not meet each other very often. One meeting in the format described above is desirable.
5. When reconnoitering the target, try to look natural. Do not attract attention. Try to fit in according to the situation. If the target is located near a forested area, pretend that you are doing sports or you are walking the dog. Do not ask suspicious questions to target employees or watchmen who live near civilians. Also, within the city, especially in crowded places, you can use the legend of a couple in love or a married couple (if in the cell has a reliable and proven woman).

PREPARATION AND CARRYING OUT THE PROMOTION

6. During recon,try to carefully notice all the details:
   • the presence of video surveillance cameras, through courtyards, dead ends, highways, busy streets, police stations, security posts. Carefully think over the avenue of approach and departure from the venue, the presence of a point where you can quickly and imperceptibly change clothes. Use OpenStreetMaps. They will relieve you of the need to clarify suspicious details from locals. However, do not save the maps on your personal phone, or relate them to your personal or account.
7. Do not execute the operation with any identifying documents.
8. If possible, do not take your phone with you. Buying a GoPro or other camera to record the result since this costs less than the services of a lawyer. Leave your phone at home or at the place listed in your alibi. Also, during the operation, schedule a few delayed posts on your social networks. In which case, you can always say that you were sitting at a friend’s house in a bar and peacefully posting your leisure time on social networks while “unknown activists” committed illegal actions. Also, do not forget to clean up the metadata from photos and videos. Cleanse anything identifiable before the operation.
9. Think carefully about your alibi. It should be simple and logical. It is not necessary to paint it to the smallest detail to the detriment of logic. Remember that all controversial points are interpreted in the direction of the accused. Also, do not try to memorize it like a rhyme for a school matinee, you must be able to describe your alibi in different words, under the influence of different emotions, especially anger and despair. You yourself must “believe” in what you will tell the investigator if something happens.
10. After a successful operation, do not try to “lay low.” Your urgent departure “to the village to see your grandfather” will likely arouse suspicions. Underground work requires nerves of steel, endurance, and observation. Continue to act as if nothing happened. Stick to your usual daily routine. At the same time, be careful and vigilant.
11. Conduct operations involving the smallest number of participants. Take with you only those whom you trust.

12. Maintain a sufficient pause between operstions. Do not get over confident, This is the main enemy of the underground. Plan each operation as if it were the first. It is better to do it slowly, patiently, and correctly than faster ending up behind bars

HOW TO CONTACT WITH THE POLICE AND THE FSB IN THE CONDITIONS OF ORD (Operational Search Activity)

1. The best way to communicate with the security forces is not to communicate with the security forces and not get into their field of vision.
2. Understand the psychology of the Russian security forces. It is mortally dangerous to both overestimate and underestimate them. Remember that, for the most part, security forces are not operational geniuses. They have their weaknesses, they do not like to work too hard. Most often, they want to break you right away without getting involved in a long confrontation. Remember that they have been doing their work for years, so you must not be careless in dealing with them.
3. Know the code of criminal procedure.
4. Try to be friendly with your neighbors and the manager of the house. They can alert you to suspicious security activity. Usually, as part of covert investigative actions, especially in preparation for a search, the security forces interrogate managers, neighbors, and janitors about your daily activity. The sooner you are warned, the more time you have to take countermeasures.
5. Never keep tools, weapons, cartridges, IED components, chemicals, information, hard drives, propaganda, and literature in your home. Also, do not store it in garages, in summer cottages, as well as with your closest friends or relatives. Use an inconspicuous and unsuspicious cache. Always go to it without a mobile phone. The less suspicious things found during a search, the better. Promptly and effectively destroying these things in the event of a search will not work. Burning, breaking by causing mechanical damage, formatting storage media – all this does not work in conditions where the security forces are already opening YOUR door.
6. If you notice strange activity around your home, if it seems to you that soon you may have a search, sign an agreement with a lawyer.
7. Remember: there are two types of surveillance. In the first case, the operatives are trying every possible way to inject themselves into your life. In the second case, they are very careful and try to be invisible. In the first case, they do it for psychological pressur. In the second, your value to them is high, and they need you to acquire valuable intelligence information regarding your accomplices. In the first case, arrest and search threaten you faster than in the second case.
8. When losing or avoiding outdoor surveillance from your path, avoid railway stations, metro stations, office buildings, shopping centers. Use municipal or normal route transportation, entrances, food markets. When a tail is found, change your usual route and do not use the same route twice. There are not enough operative resources to send more than two surveillance teams after you. Use your imagination, exhaust them, and confuse them in any way, but remember that you are buying yourself time, not solving a problem.
9. Also, when observing traces of operational-search actions, warn your comrades. Have two back-up points where you’ve never met before where you can discuss critical issues in case you get on the police’s radar. Always meet without phones. Carefully consider avenues of approach and exit routes. Preferably circuitous routes, changing public transport and false, dead-end route lines. Come up with an encrypted signal for yourself. When you write it in a chat or PM, your comrades will understand that you need to advance to a secret point. The message must not betray intent, must not be geo-referenced, and must not be understood by anyone other than you. Encrypt time. Subtract or add two hours to the real time of the meeting and modify the actual day with pre-determined codewords.
10. If you are put on the wanted list and decide to quickly leave your place of residence, remember: the main thing for you is to hold out for at least a month without changing your patterns, trends, or tendencies. Gradually, law enforcement attention will decrease. They will not stop looking for you, but most likely, the security forces will switch to more urgent tasks. You will fade into the background. If possible, have a place and comrades, where you can wait out this month, practically without going out and without contact with others. If there is no such place, it is better to run away immediately.
11. When escaping, do not use the metro, buses, and trains. Hitch rides on transport not registered on you. It is advisable to hide in large cities, avoid suburban areas and villages. Remember: it is better to die on the run than to live a lifetime of rotting.
12. When escaping, throw away your old phone, get a new one, preferably with a cellular communication package not in your name. Have a go-bag and cash ready for this action. Try to have less contact with your comrades, do not put their freedom in danger, and yourself at risk of discovery.

IF ARREST CANNOT BE AVOIDED

1. Take it easy and pull yourself together. Your arrest does not mean the end. It is time to fight for yourself and your future. They will try to take you and break you quickly. Your task is to impose a war of attrition on the system.

2. Remember that Article 51 of the Russian constitution guarantees you silence. You may not testify against yourself, your comrades, your relatives, and friends.

3. Do not use the services of state lawyers. By the time you are arrested, you must have signed a contract with a trusted human rights activist. Follow his instructions and trust no one else.

4. Carefully monitor the behavior of investigators, operatives, prosecutors, judges, cellmates in the pre-trial detention center. Try to understand what kind of game they are playing against you. Don’t be afraid of their threats, and don’t trust their promises. Remember that in the first days of arrest, you are as vulnerable as possible. They will try to break you quickly, by force or cunning. Never back down from your alibi, don’t sign anything, don’t give up yourself or your comrades. Remember, a year in an isolation cell is better than ten years in Kolyma.

5. Understand what the security forces work for: for money or for number of solid arrests. If you have a chance to get rid of them, do it. This will solve your problems relatively quickly and painlessly, and you will still have time to earn money.

6. Stick to your alibi. Be able to express it in different forms, in different words, and with the help of different emotions. Where you cannot give an answer within the framework of an alibi, do not lie, refer to Article 51, remember that any controversial points are interpreted in favor of the accused, and a poorly thought-out lie will be quickly revealed.

7. Try to have contacts with local, federal, or foreign media, or try to actively make them. During the trial, maximum resonance is your best friend. If your comrade is under arrest, do everything so that the trial is heard. Stencils, graffiti, interviews – anything that will keep the topic on the public ear.

8. As part of the collective alibi, take the maximum time to prove the absence of group intent. This essentially changes the offense in your favor.
9. In the event of falling under house arrest, remember that operational and investigative measures against you did not stop. Take the utmost care.
10. When communicating with the security forces, do not try to portray yourself as a jingoistic patriot glued according to the patterns of Kremlin propaganda. Remember that the security forces for the most part suffer not from ultra-loyalism, but from the syndrome of the performer, and if they wish, they will find the elements of a crime even in your calls to kill “enemies of the people” / “ionogens” / “Pindos”. Your best trump card is an apolitical personality.
11. If the probability of the victory of public prosecution in court is high, or if the authorities have irrefutable evidence of your guilt, agree to cooperation in exchange for freedom. Warn your comrades about this. You can be a useful tool for misinforming the authorities later.
12. When giving misinformation, ensure no less than 70 percent of the information provided is truth. Skillfully use gambits. Remember that you must be trusted by the enforcers. It’s better to turn in the little things and keep important information, than to lose trust and end up behind bars again.
